James told attendees at the Women in Aerospace Conference Wednesday that she wished Congress and the Pentagon could overcome their myopic focus on each year’s spending legislation.

“We should not allow ourselves to be locked into one-year budget cycles,” she said, although she also acknowledged Congress has never been eager to explore longer-term ways of funding the government.
